HIB/Anti-Bullying

Since 2011-2012 , school districts in New Jersey have implemented the requirements found in the Anti-Bullying Bill of Rights. These requirements are delineated in the attachments at the bottom of the page, including the self-assessment.  Cases are investigated in a timely manner.  The district continues to improve via ongoing staff training, in-service, and discussions focused on creating positive and supportive climates for all students.

The Rockaway Township School District has made progress over the past few years in addressing school climate and culture. We continue to train our staff, engage students in activities and opportunities to learn how to become more respectful, responsible, and considerate students and members of our school community.

In order to meet the qualifications of HIB, there are four prongs that must be met.

Prong 1

Is reasonably perceived as being motivated by any actual or perceived characteristic, such as race, color, religion, ancestry, national origin, gender, sexual orientation, gender identity and expression, or a mental, physical, or sensory disability; or by any other distinguishing characteristic, and

Prong 2

Takes place on school property, at any school sponsored function, or off school grounds, as provided for in N.J.S.A. 37-15.3, and

Prong 3

Substantially disrupts or interferes with the orderly operation of the school or the rights of other students, and

Prong 4

A reasonable person should know, under the circumstances, [that the act] will have the effect of physically or emotionally harming a student or damaging the student’s property, or placing a student in reasonable fear of physical or emotional harm to his person or damage to his property;
or
Has the effect of insulting or demeaning any student or group of students;
or
Creates a hostile educational environment for the pupil by interfering with a pupil's education or by severely or pervasively causing physical or emotional harm to the student.

Our staff will continue to work to make our classrooms and schools places where our children can feel safe, protected, and successful. We appreciate your continued support and feedback as we progress year over year.
